Exploring Innovative Uses for Existing Toll Plazas to Benefit Local Communities
As part of the TCA’s stewardship with surrounding communities, TCA is interested in soliciting innovative concepts to fund and implement solutions to reuse its existing toll plaza facilities along State Routes (SR) 73, 133, 241 and 261.

Background

Toll Plaza Location MapIn December 2024, the San Joaquin Hills and Foothill/Eastern Transportation Corridor Agencies (TCA) solicited ideas through this Request for Information (RFI) regarding the potential reuse of existing toll plaza areas to benefit of the transportation system and the communities TCA serves. These assets present opportunities to enhance infrastructure that aligns with TCA’s mobility goals and support of future technologies. TCA has a long history of innovation, including the development of Fastrak® technology and the early implementation of All Electronic Tolling (AET). This RFI was part of the TCA’s commitment to promote enhanced mobility and add value to Orange County residents and road users by exploring opportunities to innovate through the beneficial reuse of the toll plaza areas.

TCA is committed to encouraging and facilitating the development of innovative uses of the toll plaza areas. This RFI was an inquiry only, intended to assist TCA on an administrative level. Submissions were reviewed and summarized for consideration by the staff and TCA Boards of Directors. As an ongoing effort, TCA will continue to accept ideas regarding the potential reuse of its existing toll plazas. 

Original Ideas Received

During the five-month RFI open period, TCA received three responses. Responses ranged from a mobility hub, which would include a potential traffic management center to serve TCA, a test track for new technologies,  a convenience store with charging stations, and a coffee shop with a mini bookstore.

Representatives from both Caltrans and TCA evaluated the proposals. They determined that TCA could not advance the concepts at this time due to jurisdictional constraints pursuant to the California Vehicle Code, design constraints due to the location on a state highway and legal constraints within Caltrans’ right-of-way.

Submission
