OUR Mission

Implement and operate a highway network of congestion-free travel alternatives with a focus on customer service, innovation and self-reliant financial approaches, while considering regional transportation needs and opportunities.

Looking back at key moments in TCA history.

In the late 1980s and early 1990s, Orange County experienced rapid population growth that placed increasing strain on existing roadways. To address growing congestion and improve regional mobility, local leaders explored new approaches to transportation infrastructure that led to the creation of The Toll Roads.

1990s

The 1990s marked the decade when the idea of The Toll Roads became reality. The roads opened to drivers in phases starting with the 241 Toll Road in 1993. With the new roads, The Toll Roads introduced drivers to California’s first electronic tolling system, FasTrak.

2000s + 2010s

From the 2000s to the 2010s, TCA focused on strengthening its financial position, modernizing operations and enhancing customer experience. The decisions made by Orange County’s leaders during these years positioned The Toll Roads for future financial resilience.

2020s

In the 2020s, TCA continues to build on its strong foundation through early bond paydowns, regional partnerships and capital improvement projects that enhance mobility for the region. The Toll Roads remain committed to supporting the county’s transportation needs. To learn more about our Strategic Plan, click here.
