Public Hearing for Tolling Authority on the 241/91 Express Connector Project

The Foothill/Eastern Transportation Corridor Agency (F/ETCA), one of two joint power authorities under the Transportation Corridor Agencies (TCA), has submitted a toll facility application for the 241/91 Express Connector project. The application requests authority to operate a median-to-median direct connector that will provide a new, independently tolled connection between the 241 Toll Road and 91 Express Lanes. As part of the toll facility application process, the California Transportation Commission (CTC) holds a public hearing near the project area to solicit feedback prior to making a decision on the Toll Facility Application.

The 241/91 Express Connector public hearing will take place at 6:00 p.m. on Wednesday, October 1, 2025, at Yorba Linda City Hall, 4845 Casa Loma Ave., Yorba Linda. Prior to the hearing, there will be an open house information session with F/ETCA staff for interested parties, starting at 5:00 pm. The public is invited to participate to provide comments both in person and virtually over Zoom. 

This hearing is specifically for the approval of tolling authority for the project. The project itself has already been approved through the Environmental Impact Report/Environmental Impact Statement (EIR/EIS) process.

The CTC will not take action on the toll facility application at this public hearing. Public feedback received at the October hearing will be presented to the CTC, along with the toll facility application, at a future CTC Meeting.

The Transportation Corridor Agencies (TCA) are two joint powers authorities formed by the California Legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of the 73, 133, 241 and 261 Toll Roads, which represents 20% of Orange County’s highway system.

The California Transportation Commission (CTC) is responsible for programming and allocating funds for the construction of highway, passenger rail, transit and active transportation improvements throughout California. The Commission also advises and assists the Secretary of the California State Transportation Agency and the Legislature in formulating and evaluating state policies and plans for California’s transportation programs.
